Scranton Army Ammunition Plant Paving Repair

Terra Constructs was awarded an extensive asphalt and concrete pavement rehabilitation contract covering approximately 40,000 square feet of mill and overlay replacement, full-depth asphalt replacement, crack filling, and sealing. The work required coordination with government officials to determine repair limits in the field to ensure seamless transitions between new and existing pavement. Milling and overlay operations were executed to precise specifications, with deteriorated pavement removed and replaced using a PennDOT-approved Superpave mix. Utility infrastructure was carefully protected throughout the repaving process.

Full-depth asphalt replacement was performed where failing pavement was completely removed down to the aggregate base. The base course was thoroughly proof rolled to identify unstable areas and then stabilized using a geotextile and compacted aggregate layers. The new asphalt pavement was installed in both heavy-duty and light-duty sections to meet varying traffic demands, with attention to grading and drainage to prevent water ponding. Concrete pavement repairs were also completed using a double saw cut method, ensuring a clean removal and replacement with high-strength concrete mixes for durability.

Additional work included crack filling and the application of a protective fog seal over existing asphalt surfaces, enhancing pavement longevity and surface integrity, concrete demolition and asphalt overlay at rail tracks, and repairs in the main parking lot. Upon completion, all pavement markings were reapplied to match existing layouts, restoring full functionality to the site. The client was pleased with the quality of work performed, noting the professionalism demonstrated by Terra throughout the project.
