Babur R. Mian, P.E., is the President and Chief Executive Officer of the firm. Mr. Mian is a registered professional engineer in multiple states and has more than 30 years of experience in the construction industry. His focus is, and has always been, on finding innovative ways to meet client needs.

Prior to founding Terra Constructs, Mr. Mian led the growth of multiple firms in the U.S. and abroad. He is responsible for the oversight of all functions at Terra Constructs as well as the management of the corporate finances, strategic planning, providing leadership for the ethical principles, and guiding the growth and success of Terra in collaboration with the leadership team. Babur R. Mian, P.E. has also been appointed to the Board of Directors for HCCA & MTBMA.

Mr. Mian holds bachelors and master’s degrees in Civil Engineering from Virginia Polytechnic Institute and State University and has completed extensive training in leadership and management at the Wharton Business School.

Peter W. Bernat, Terra Constructs Executive Vice President and Chief Operating Officer joined the firm in 2019. With more than 38 years of experience in the construction industry, he is a proven leader with vast experience in managing large infrastructure projects.

Peter’s distinguished project portfolio includes design-build, design-bid-build, complex utilities, fast-track bridges and large-scale transportation infrastructures. He is responsible for developing, refining, and executing the firm’s strategic plan to achieve key objectives, including the continual advancement of the firm’s innovative solutions to address the complex issues faced by Terra’s clients. He also oversees field operations to ensure quality, achieve financial objectives and meet client expectations.

He works closely with Terra’s team of experienced engineers and construction personnel, providing the vision and leadership required to bring projects in on-time and on-budget, and to ensure safety and compliance with regulations.

Geoff Bambini, Terra Constructs’ Senior Vice President of Federal Services joined the firm in 2020. He is responsible for Federal contract procurement and works closely with Terra’s executive management team to ensure Federal projects are delivered on-time and on-budget, while meeting all safety and compliance regulations.

Mr. Bambini provides more than 30 years of federal procurement and construction management expertise with both large and small construction firms, including significant experience developing and growing companies involved in the SBA 8(a) business development program to Terra. Mr. Bambini continues to focus on proposal development and estimating as a critical factor for long-term project success and ensures our federal clients receive the highest standard of care.

Cynthia “Cyndi” Riley began her career in public accounting with a prominent audit and tax advisory firm, where she earned her CPA license and served as an Audit Manager in their Parsippany, NJ office. During her tenure, she worked with Fortune 500 clients as well as smaller entities, including manufacturing companies, non-profits, and retail stores.

Mrs. Riley transitioned to a role as Corporate Accounting Manager at a Fortune 500 company, overseeing the monthly financial close for all U.S.-based locations and later managing the financial close for NAFTA. Her career progression continued as she moved into the business side, serving as Senior Financial Analyst and Controller.

After a career break to raise her family, Mrs. Riley re-entered the workforce, initially taking on a temporary position as Accounting Manager before working with a local accounting firm, managing the financial records for small businesses. She joined Terra in 2023 as the Director of Accounting and was promoted to Controller in Sept 2024. She currently resides in New Jersey with her spouse of 24 years and their three children. Mrs. Riley holds a B.S. in Accounting from Rutgers University.

Edward Harris Jr. is a proactive and results-focused management professional with proven expertise in lifecycle project management. His career and background are honed through 36 years of experience in the environmental and construction industries. Harris possesses proficiency in federal regulations concerning environmental compliance combined with familiarity with various types of contract vehicles.

As a dedicated manager, Harris employs strategic thinking with innovative problem-solving in delivering exceptional leadership and project results. Aside from his capabilities with project management, Harris demonstrates outstanding presentation skills and proven expertise in establishing effective and productive working relationships. Some of his technical skills include proficiency in Procore, Microsoft Project, Excel, Project Estimator, and RS Means.

Harris previously served as president and CEO for a visual systems solutions company aiding in military and engineering training systems for over 20 years. He assumed full responsibility for managing daily operations, budgeting, staffing, and much more. He rendered superior service while managing a nine-year term contract for the Federal Bureau of Investigation (FBI). Asbestos abatement is another area of expertise for Harris, as he provided these services to more than 300 properties in New Jersey over a six-year period. He has successfully created and enforced regulations for compliance with the Federal Environmental Protection Agency with respect to the Asbestos Emergency Response Act (AHERRA).

Harris severed as a senior project manager and has been charged with managing day-to-day operations of all construction projects. These duties included multi-million-dollar federal government construction and environmental contracts annually. A few notable projects included the Holocaust Museum, MACC for the Navy, and the Walter Reed National Medical Facility. With a proven track record in federal project management and environmental compliance work resulting in a safer America, Harris values working in teams for a common goal of target achievement.

Murad Pandit is the Vice President of Training and Contracts for Terra Constructs. Murad brings more than 25 years of private sector expertise in real estate development, finance and entrepreneurship, having worked as an owner/developer as well as a general contractor. His work experience spans real estate and financial services sectors with tenures in leadership positions from start-ups to functional lead roles in Fortune 500 companies.

Murad’s leadership ability, investment acumen, and operational knowledge has been developed on the buy-side in various asset classes, as an owner-developer in real estate, shareholder-manager in private equity as well as an analyst-fund manager for equity securities. He has a seasoned record of working internationally in India and UAE in real estate and related private equity opportunities. Murad was the Managing Partner for Bristow Commons, an upscale mixed-use development in the Washington DC suburb.

Previously, Murad served as the President of The Plan Source, a civil engineering consulting firm focused on land development planning, engineering and design with an operational office in Bangalore, India. Murad has been a founding member and active shareholder in Bristow Montessori School LLC that has been in operation for over a decade as a premier private school offering in its market as well as ABMS (sold in 2016), which was a facility management company based in Dubai, UAE with over $1 billion in assets under management (AUM) since starting in 2011.

Murad has successfully raised rounds of debt and equity funding in his investments by modeling, structuring, marketing, and closing transactions. He has created economic value for himself and his shareholders by generating 13x return on assets in his commercial real estate investments. Prior to his entrepreneurial roles, Murad co-managed a Morningstar four star rated Mid-Cap Growth Equity Fund with $250MM in assets under management and also a four star Large Cap Growth Fund with $1.4B in assets under management at MTB Investment Advisors. As a planner for the US region at ExxonMobil Fuels Marketing, Murad had the responsibility of an annual capital budget of $300MM. He has delivered over $300MM in assets at various stages of the development cycle and has managed through the real asset lifecycle: from land assemblage, entitlements, permitting, lease up, construction, property management to divestment.

Murad has an undergraduate degree in Civil/Environmental Engineering from Virginia Tech with Magna Cum Laude and an MBA from The Wharton School of the University of Pennsylvania with a dual major in Entrepreneurial Management & Marketing. Murad served as the Founder & former Chairman of the Board of Advisors for Bristow Montessori School, Advisory Board Member of Ascent Group in Kashmir, India, and former Board Member for the MCC Medical Clinic, Silver Spring, MD. He enjoys skiing, golf, squash, tennis, photography, motorsports and the outdoors.

Lisa Krowne is a strategic driver of business development and brand awareness. She has a plethora of experience optimizing revenue levels while expanding portfolios for new business growth. Throughout her professional career, her core responsibilities have been to facilitate senior management of new business development and maximization of existing accounts through strategic client growth.

Krowne has facilitated leadership and stakeholder approval during land development projects and acquisitions in the Pacific Northwest region of Costa Rica. She also has entrepreneurial experience with contemporary apparel and fashion brands with a women’s start-up despite the competitive market. With strategic market and competitor analysis, Krowne drove operational excellence through cross-functional team leadership, underpinned by controlling costs, market and brand growth, marketing and business planning, while shaping financial frameworks in liaison with sales and design teams.

Having served as the Communications Director and Chief of Staff doing advocacy work for a legal firm for active-duty soldiers’ rights, Krowne was instrumental in the development of the legislation for a high-profile case involving missing soldier Vanessa Guillen, resulting in a further amendment to the Feres Doctrine. Krowne is known for her ability to source and secure capital for various projects. One prestigious secured fund was from a large private equity firm through a data capture as part of a new multimillion-dollar legal field. She also created a significant investor opportunity and generated millions in revenue for group lot project sales through influential negotiations, lead conversion, and financial planning. Krowne sourced additional capital funding to propel business and set up a network of sales channels and manufacturing facilities with leases, insurance, and employee contracts in place. Krowne is equally strong in her interpersonal people and communication skills. Through a commitment to professionalism and continuous improvement, she has a proven track record of target achievement and revenue generation.

Eric Hilberath is a founding member Terra Constructs. He was instrumental in the successful pursuit of many early key projects including VDOT I-95 Hot Lanes – I-64 Capacity Sound Walls, Route 250 MSE Walls, Brambleton Substation Screen Walls and the Creighton Road Precast Arch project. As Vice President of Sales, Mr. Hilberath is responsible for the growth of the firm’s heavy civil pursuits. His deep understanding of the engineering construction industry lends itself to the development of innovative and effective solutions for our clients.

A graduate of Virginia Polytechnic Institute and State University, Mr. Hilberath holds over 42 years of experience in design/build and specialty construction with a proven track record in technical, organizational and leadership skills. Eric excels due to his affinity for building exceptional long term client relationships with General Contractors, State Agencies, Vendors, Suppliers and colleagues.

Matthew Jones leads Terra Constructs’ projects in the Southeast, overseeing a diverse portfolio of infrastructure initiatives. In this role, he is responsible for strategic planning, budgeting, regulatory compliance, and ensuring consistent client success through operational excellence.

With over 30 years of experience in the construction industry, Mr. Jones has held a wide range of leadership roles including Project Manager, Superintendent, Site Safety and Health Officer, Estimator, General Manager, and Vice President. One of his most notable achievements was serving as Project Manager and Quality Control Manager for a $44.5 million design-build project at Marine Corps Base Camp Lejeune in North Carolina. The project involved the renovation of more than 145,000 square feet of hurricane-damaged facilities, requiring phased construction and the integration of temporary infrastructure—all executed with precision and attention to schedule and cost.

Mr. Jones is known for his proactive problem-solving, contract negotiation skills, and ability to foster collaboration among stakeholders, engineers, and government inspectors. His deep expertise in program management, project estimation, and quality assurance is supported by certifications including OSHA 30 and Certified Army Corps of Engineers Quality Control Manager.

Sean Macneal brings over 30 years of specialized experience in Heavy Highway and Marine Construction, with expertise in estimating, project management, cost control, and procurement. At Terra Constructs, he is instrumental in driving accurate, competitive, and financially sound project bids that support long-term success for the company and its partners.

Throughout his career, Mr. Macneal has held key leadership roles at prominent construction firms across the Mid-Atlantic. His recent tenure as Senior Estimating Manager (2019–2024) included winning major contracts such as the $23 million Norfolk Naval Shipyard Dredging and the $18 million C&D Canal Dredging projects. Previously, as Chief Estimator, he led successful bids for projects including the $21 million Reconstruction of Berth 4 DMT and the $15.7 million Wet Basin Fill Placement. Earlier roles included overseeing estimates for large-scale infrastructure projects like the $562 million ICC B Design Build and the $232 million Telegraph Road Interchange.

Mr. Macneal earned a Bachelor of Science in Wildlife and Fisheries Resources with a minor in Environmental Policy and Law from West Virginia University. His commitment to professional development is reflected in a wide range of certifications, including USCG 100 Ton Inland and OUPV Near Shore Captain licenses, MD/SHA Erosion & Sediment Control (Yellow Card), MDE Green Card, OSHA 10-Hour Training, CPR/First Aid, and Confined Space Training.

T. J. Anthony is CEO and Co-Founder of American Automotive Capital Partners, Inc., a startup that is in the process of acquiring and operating a large portfolio of franchised auto dealerships that it will eventually monetize through an IPO. Prior to co-founding AACAP, he spent two decades in senior executive roles building stand-alone, highly scalable, acquisition-driven, operating platforms financed in the capital markets.

Earlier in his career, he was Chief Governance Officer, Asia for Lehman Brothers and a partner of Fried, Frank, Harris, Shriver & Jacobson, a Wall Street law firm. He graduated from West Point and served in an Armor battalion in the 1st Infantry Division (Forward) in Germany. He earned an M.A., Economics, from Yale University and a J.D. from The University of Chicago.

Lloyd Caldwell, P.E., is an engineering management consultant and advisor after serving as the senior civilian executive of the US Army Corps of Engineers. He had a distinguished career with the Corps, retiring as the Senior Executive Director of programs for Defense and other Federal agencies in the fields of engineering, construction, environmental remediation, and projects management.

He was responsible for the Corps’ policy and technical functions and was the acquisition authority in those programs. His prior experience was grounded in management of construction and engineering projects and leadership of Corps’ organizations in the National Capital, North Atlantic, European, and Middle Eastern regions. With recognized expertise in construction execution and organizational leadership, he is the recipient of numerous awards including the ASCE Outstanding Projects and Leaders Award, the Silver Order of the De Fleury Medal, Election to the National Academy of Construction, and the Rank of Distinguished Executive in the Army Senior Executive Service, among others.

Mark H. Lillard, PMP, is a consultant focused on the Federal market. He previously served as Vice President and Principal-in-Charge of Federal Programs at Pennoni Associates. Mr. Lillard came to Pennoni in 2010. Lillard was formerly a Vice President of Patton Harris Rust & Associates, where he was responsible for Federal Programs. He is a 35-year veteran of the military planning, Management Consulting, Information Technology and engineering industries.

He is a recognized expert in the Federal Government contracting arena where he has led the P&L effort for several engineering and IT firms. He provides senior leadership and program management for environmental services, engineering services, geographic master planning and emergency services. Mr. Lillard’s senior management and leadership experience includes 26 years with the U.S. Air Force, where he achieved the rank of Brigadier General

As a leader in the engineering community, Mr. Lillard is active in the American Council of Engineering Companies, the Society of American Military Engineers and the Design Build Institute of America. He sits on several boards and serves in his community as President of the HOA.

Charles Perry has over 40 years of experience and accomplishments in public service and private practice, including both the construction and the professional engineering industries. He retired as Senior Vice President and Chief Operating Officer at Pennoni. Mr. Perry served as Chief Executive Officer at Patton Harris Rust & Associates, prior to its acquisition by Pennoni in 2011.

Mr. Perry also served as Vice President with William A. Hazel Construction Company. His public service career comprised approximately 20 years with the Virginia Department of Transportation, beginning as an Engineer Trainee and ending as the Northern Virginia District Engineer.

Jackie Robinson-Burnette recently served as an Associate Administrator at the US Small Business Administration. She led the Office of Government Contracting and Business Development (GCBD), responsible for all aspects of the government’s $183 billion in small business contracts across the country.

Under hear leadership in 2024, awards for small disadvantaged businesses, native American firms, woman owned and service disabled veteran firms reached the highest ever in the history of the government.

Her geographically dispersed team was responsible for revamping the SBA certifications process for women, veterans, HUBzones and 8(a) firms, and establishing all policies, regulations, size standards, and building capability through outreach/training, and the SBA’s mentor protégé program.

Jackie has an extensive background in government contracting and small business development in both the public and private sectors.

She served as a small business consultant from 2018 to 2023, before accepting a presidential appointment.

From 2014 to 2017, Jackie served as the SBA Deputy Associate Administrator for the Office of Government Contracting & Business Development and the Associate Administrator for the 8(a) Business Development Program. Between 2010 to 2014, Jackie also served in the Pentagon as the Deputy Director for Army Small Business Programs; and at the HQ US Army Corps of Engineers, as the Director for Small Business Programs, where she led the Corps to exceed all small business goals for the first time in its history.

Her 35-year civil service career also included assignments with the US Army Contracting Command in Korea, Germany, Northern Virginia, and Washington DC. She holds a bachelor’s in business from the University of Maryland, but is most proud of being an Army wife with three daughters that serve as Army Officers.
