Initial Engagement
We begin with a conversation. Whether it’s a direct 8(a) opportunity, market research outreach, or a request for qualifications, we engage early to understand project objectives, funding constraints, and schedule drivers. This early alignment is key to building trust and reducing risk downstream.

Proposal & Budgeting
Our estimating team develops detailed pricing, schedules, and value-engineered options based on the client’s goals. For design-build efforts, we coordinate early A/E support. Our pricing aligns with federal guidelines and includes detailed breakdowns for review and negotiation.

Contract Award
Once selected, we support the agency through the contracting process—whether it’s task order issuance, bid award, or the 8(a) Sole Source method. Our team ensures all documentation, insurance, bonds, and compliance certifications are submitted promptly.

Preconstruction
With contract in hand, we finalize design details, submittals, mobilization plans, and agency coordination. We identify long-lead items, confirm permitting status, and submit all preconstruction deliverables for review. Safety planning, subcontractor onboarding, and site logistics are also completed at this stage.

Construction
Our field teams execute the work, maintaining strict adherence to quality, safety, and schedule. We self-perform critical scopes such as concrete, site demolition, utilities, and foundations. Weekly meetings and transparent reporting keep all stakeholders informed and aligned.

Closeout & Warranty
We take pride in closing out clean. Final inspections, commissioning, O&M manuals, as-built drawings, and warranty documentation are all handled promptly. Our team remains available post-completion to support your team and address any warranty service needs.
How to Sole Source to Terra Constructs
8(a) Award Process
As a certified SBA 8(a) firm, Terra Constructs is eligible for direct sole-source awards up to $4.5M for general construction. This process is efficient, compliant with FAR and SBA regulations, and avoids lengthy competitive procedures. Here’s how it works:
