Terra Constructs warmly welcomes Sean Macneal to our estimating team as Senior Estimator for Heavy Civil Services.

Mr. Macneal joins us with over 27 years of combined experience in Heavy Highway and Marine Construction. Mr. Macneal will play a critical role in ensuring that projects are accurately estimated, competitively bid on, and financially viable, contributing significantly to the success of Terra Constructs and our clients and partners.

Prior to joining the Terra Constructs team, Mr. Macneal held pivotal roles at leading construction firms across the Mid-Atlantic region. Throughout his career, Mr. Macneal has excelled in project management and estimating, specializing in cost control, scheduling, and procurement across various project types including Design Build and Bid Build. His leadership as a Senior Estimating Manager from 2019 to 2024 was marked by successful bids such as $23 million Norfolk Naval Shipyard Dredging and the $18 million C&D Canal Dredging project. Previously, as Chief Estimator at a leading marine construction firm, Mr. Macneal secured contracts such as the $21 million Reconstruction of Berth 4 DMT and the $15.7 million Wet Basin Fill Placement project. His earlier tenure as Heavy Highway Estimator (2006-2013) included managing the structures estimates on high-profile projects such as the $562 million ICC B Design Build and the $232 million Telegraph Road Interchange.

He earned a Bachelor of Science in Wildlife and Fisheries Resources with a minor in Environmental Policy and Law from West Virginia University in 1995. His commitment to professional development is underscored by licenses and certifications including earning his USCG Certified 100 Ton Inland Captain license, USCG OUPV Near Shore Captain license, obtaining his MD/SHA Erosion & Sediment Control Yellow Card, MDE Green Card, and completing OSHA 10-Hour Training, CPR and First Aid Certification, and Confined Space Training.
